1.Directed the immediate establishment of state-based judicial panels of inquiry that will have public hearings by the 36 State Governors & FCT Minister
Purpose:Receive and investigate complaints of police brutality or related extra judicial killings.
Process:Assess evidence and other circumstances provided
Determine the validity of complaints
Provide recommendations on remedial measures such as compensation when required.

2 reps of civil society groups
1 retired police officer of high repute

1 rep from the National Human Rights Commission.
2. Directed governors to immediately establish State-based Special Security and Human Rights Committee. Chaired by the Governors.
Purpose: Supervise the new police tactical units and other security agencies in their states.

3. Stated there will be a Human Rights Public Complaints Team made up of 2 or 3 people. They will receive complaints on an ongoing basis. It will be established by the Special Committee on Security and Human Rights.
