have some qualification related to, or basic knowledge about their portfolio.

If we look at these two issues alone, we're going to see that cutting corners and trying to save money on digital capacity is insane when dealing with systems in times of a) crisis, and b) demand.
Which is a solution without a problem, especially given that next to nobody actually has the app active on their phones.
