Tifa developed a maternal feeling for Cloud, there is no romance between the two in the novel and in the film, she sees Cloud in the same way as Marlene and Denzel, so she acts like a mother to them.

This is evident in the novel, when Cloud does something without warning, and acts like a child, and Tifa laughs at it, describing that feeling as something new and motherly.

I love the story of this game, I love all the characters, but stop making things up that don't exist about the story, Cloud didn't get romantically involved with Tifa, and they formed a family of friends, and try to move on with their lives.
