"Last year in Owerri, SARS recovered eight kidnapped children and brought them to court. They'd been taken from different parts of the country. They were very young; tracing their parents was difficult.

Two of the kids were quite smart and gave their parents names and addresses.
Their parents were contacted. The court instructed that the other children be taken to an orphanage pending when their parents were found. The other two were to be released to their parents immediately.

Next sitting the following day, the parents came to court to complain.
They said that SARS had refused to release their children until they paid 250,000 naira per child. This was even more painful for them because the original kidnappers had demanded 150,000 naira as ransom. That if they'd known, they'd have paid the kidnappers instead.
When the court demanded to know why SARS was asking for money, they said it was to cover the recovery expenses. Of course the court ordered them to return the children immediately. This was done while the court was sitting.
