@JoeBiden’s Plan for Black America is a broad, six-part agenda that recognizes that race-neutral policies aren’t enough to end race-based disparities. As President, Joe will:

End deadly health disparities – expanding access to health care with a new public option; reopening Obamacare enrollment; making Covid testing, treatment, and any eventual vaccine free; applying California’s successful approach to reducing maternal mortality nationally;
and investing in HBCUs, to build a bigger pipeline of diverse health care professionals.
Boost economic mobility to close the wealth and income gaps – requiring equal access to credit; investing in African American homeownership and economic development; and joining Black workers in the fight for equal pay, labor rights, a safe workplace, and more.
•Expand access to quality education – providing universal PreK; tripling funding to Title I schools; offering free public college to families earning under $125,000 a year; forgiving public college student debt; and making a $70 billion investment in HBCUs.
Put the “justice” in our criminal justice system – ending cash bail; decriminalizing marijuana; investing $1 billion a year in juvenile justice reform; expanding access to mental health and substance use disorder treatment education and job training, during
and after incarceration; and expanding DOJ powers to address systemic police misconduct.
Defend civil rights and voting rights, now under assault – reinstating the full Voting Rights Act; supporting automatic and same-day voter registration; restoring funding for civil rights enforcement; and appointing judges and federal employees who actually look like the country
are committed to the rule of law, and understand the importance of civil right.
•Fight for environmental justice – restoring scores of protections gutted by Trump; holding polluters accountable, including with jail time; investing in clean water infrastructure and monitoring for contaminants; and protecting communities most vulnerable to climate change.
