In short they are spending less than us and getting more for it. Its quite telling in that article where it says "Once expenditure is above $50,000, there is no relationship between expenditure and outcomes – we need to look at how money is spent". Its the system, not the money.
With that out of the way, here's how we create a system similar to that in the UK:

1. Convert the remaining grammar schools that select by "ability" (mainly actually wealth) into comprehensives. This is something we never really completed so thats first. @comp_future
2. We need to reform education policies at a basic level such as start the school day later and end school later.

3. Less focus on testing so the baseline test is gone, so is the 11+ and SATS.

4. Reduce the amount of homework students have to an absolute minimum.
5. End the academy system and ensure control over schools is down to local councils.

6. Stop schools that have a religious character selecting students and staff by faith.

7. Increase the age students start education to 7 years old.
8. Make sure there are no dead-ends in education for people wanting to do technical education. That means more apprenticeships and T-Levels/TCSEs, one of which is being implemented by the government and TCSEs is something proposed by Centre (haven't heard it from the gov). 🧑‍🏭
9. Finally, free university education. I know thats a debate for the next election but its one of the things I think we could do with. The main caveat however is it needs to be alongside similar support for those going into practical areas of education.
There are plenty of other changes but I think the main thing is it shows how disjointed our system is and how much it focuses on getting students to pass a test rather than actually producing students that know about the world.
The Conservatives will often argue that what I am suggesting removes choice from people. In truth most people don't have much choice but it also means we don't focus on making sure every single school is good. Free markets work, Finland just shows they aren't needed here.
