This is a direct result of the 2016 WikiLeaks releases, which were thought to have helped produce an electoral outcome that the elite media/cultural class (i.e. those who influence Twitter) found appalling. So they reverse-engineer the rules to prevent a repeat of that outcome
"Content obtained without authorization" and "possibly illegally obtained materials" are standards so vague, contradictory, and unenforceable that they shouldn't even be thought as constituting any kind of real "standard." That's not the purpose of the policy
The purpose of the policy is simple: to provide a public rationale for whatever measures are necessary to prevent the kind of "interference" these platforms were badgered into taking responsibility for vis-a-vis the 2016 election, which allegedly enabled a victory for Trump
