What, exactly, is the difference?
Nursing homes took Cuomo's order literally and accepted COVID-positive patients.

Cuomo says New York hospitals were never overwhelmed, and therefore nursing homes never had to take COVID-positive patients discharged from hospitals.

This is the same report — commissioned and conducted by a department in Cuomo's own administration — that completely exonerated the administration for the thousands of nursing home deaths in NYC. The report blamed the nursing home outbreaks on workers and family members.
Cuomo again smears anyone calling for transparency about New York's COVID deaths (currently shrouded in secrecy) as a Republican hack, even though ProPublica and AP have valiantly clawed for the truth, and several prominent NY Dems have called for an independent investigation.
The likeliest explanation:

Cuomo was working with the best info he had, the situation got bad quickly, the state quietly rescinded the order, Cuomo became a coronavirus celebrity and it went to his head, and now he's dug in too deep to just take responsibility and move on.
