With London reportedly added to Tier 2 (high) covid alert level, the boundary between Tiers 1 and 2 becomes blurrier.
Here are the 56 'Tier 1' local authorities in England where current infection rates are higher than London's average - and a further 17 that aren't far behind.

Bear in mind, as always, that infection rates don't tell you everything, and are just one measure of what's going on.
As noted on the map, there is variation in rates within London. Ealing is highest (145 per 100,000) and Bexley is lowest (64). 15 local authorities in Tier 1 have higher rates than Ealing.
Bexley's infection rate will be the lowest of any English area in Tier 2 or 3. It currently has similar rates to Boston, Wokingham, Plymouth, and East Lindsey.
But its rate is also similar to Stirling, which is in local lockdown in Scotland.
