Environment Threat List (SETL) rating, which determines security measures needed to meet Overseas Security Policy Board (OSPB) & Secure Embassy Construction and Counterterrorism Act (SECCA) standards. In Dec 2011, the SETL rating for Libya was “high” for terrorism and (3/10)

& guard posts was approved. There was no response to the other requests. 5. On Jan 10, 2012 via memo, 5 DS agents were requested to protect the compound. Lamb denied the request. 6. On Jun 14, 2012, Benghazi Mission held an emergency meeting after 5 major security (6/10)

incidents involving RPG and IED attacks. It requested 5 DS agents for Benghazi. There was no response to the request. 7. On Jul 9, 2012, the Embassy in Tripoli requested 4 DS agents. Lamb did not respond. 8. On Aug 27, 2012, a DS agent in his turnover brief noted that DS (7/10)
