I'll start by translating the title!

Pio Fiore—Pious Flower

The original title is ピオフィオーレの晩鐘 or "Piofiore's Curfew" (lit. Evening Bell). I'm sure they changed it to "Fated Memories" in the English translation to make the story sound more interesting.

I think this game is not very otome-like. If you compare it to Code: Realize, you immediately recognize the difference. Instead, I prefer to view this game as a view into other philosophies. It is interesting to see the honor and disgust of the mafia.
