Biden's promise to "end new fracking on federal land" will not only allow the continuation of all current fracking, but will incentivize the sale of federal land.
Federal land is *always* for sale; private buyers simply have to express interest to the Bureau of Land Management and the process can begin and it is often up to local activists applying pressure on the state legislature to stop it.
Assuming corporate power may be exercised (and acknowledging its representation in state and federal congress via lobbyists), the promise to cease new permits for fracking on federal land very likely could actively incentivize its handing over to private hands.
This is how obfuscation on the part of capital works. The plan restricts something under specific conditions and capital mobilizes to do the thing under other conditions. The message sent is "here's more time."

Estimated Result: more fracking, less accountability.
