Concerning behavioral campaigns being tested in Canada. Great similarities to deceptive information operations deployed for counterterrorism by SCL years ago - they recommended spreading rumours about strangers to get parents to keep their kids at home. https://ottawacitizen.com/news/national/defence-watch/forged-letter-warning-about-wolves-on-the-loose-part-of-canadian-forces-propaganda-campaign-that-went-awry">https://ottawacitizen.com/news/nati...
Methods used in warfare are NOT meant to be deployed for the home audience- this shows a concerning lack of oversight by the Canadian military over their staff. Who approved this? Great reporting @davidpugliese
I’m going to share here some pages from my book ‘Propaganda and Counter-terrorism: Strategies for Global Change’ where I discussed the underlying conceptual approach to behavioral influence in warfare. Ethics must be built into the planning stages - shaping decision-making appropriate for the audience. Behavioral approaches start with a desired behaviour you wish to create then imagining what is needed to create it are not appropriate in military public affairs in a democracy.
