What we see in the aftermath of the @Hathras gang rape is the complicit nature of the police administration and the upper caste groups. In this respect, we want to bring to your attention the following this. Please read the thread!
The District Magistrate, Praveen Kumar Laxkar, has been reported to have physically assaulted the members of the victim’s family, and there are video evidences in public domain where he can be seen threatening and intimidating the family, asking them to change the statement.
Various upper caste groups have held numerous caste panchayats, primarily, the Rajputs and the Thakurs, to malign the Dalit victim, pushing out a call in support of the perpetrators while the state was under the was order of section 144, and the case was subjudiced.
Uttar Pradesh ADG (Law and Order) Prashant Kumar cited the forensic science laboratory (FSL) report saying, “It clearly says that samples did not contain sperm. It makes clear that there was no rape or gang rape.” This was an extremely callous statement.
Given the fact that rape doesn’t necessitate ejaculation/semen, and forensic report stating that the same was not found in samples does not equate to conclusive proof of rape or gang rape not happening.
This statement coming from a senior police officer at a very critical juncture w/r to the case has painted a detrimentally wrong notion around the case, giving birth to various conspiracy theories and victimization of the family.
Hathras right now is the face of the country's patriarchal and casteist entitlement. Every regressive move by the police should be under the lens. Of this, Dalit groups should collectively demand:
1. Immediately file an FIR against the District Magistrate, Praveen Kumar Laxkar and he should be booked under the Section 4 of the PoA Act for negligence of public duty.
2. Disbanding the Caste Panchayats and a public order on Prohibition of such panchayats deeming them as unconstitutional.
3. An inquiry be initiated to investigate how these panchayats were allowed to take place & every member who participated in such 'unlawful assembly' should be booked for engaging in rioting as stated in the Section 144 of the Criminal Procedure Code (CrPC) of 1973
4. Initiate an inquiry against the ADG, Prashant Kumar, for his statement amounting to negligence of duty, and order him to publicly acknowledge and rectify the unwarranted statement that he has made.
