there would be a timeline to this. in the 90s, they were still figuring out how to get it done -- hence why attempts to stop kurt cobain and bradley nowell didn't work -- sublime was successful despite bradley's own demise.
then, in the 00s, they became more effective at this. many prominent artists never really "made it".
eyedea would be an obvious example. "by the throat" could've easily been the breakout album -- and it was a very charged album.
another example i'd cite would be mischief brew, whose lead frontman passed fairly soon after releasing this is not for children -- one of their first joints with music videos
Toh Kay pretty much after leaving Victory -- over some pretty petty disputes with the label that never made sense as they were a pretty major act. This was right after Somewhere In The Between came out -- their first album to chart.
Interestingly, this was also their first major album with a Music Video and singles as well. Tomas pretty clearly has some anti-capitalist views.
Now, finally, Bender was a major name in battle rap for years -- arguably one of the best ever. While when he passed in 2018 due to drug problems, he was somewhat on his way to a comeback.
I mean, with all that has been revealed, why not consider that the reason our generation has a lack of "defining artists" like a Cobain or a Springsteen was because of some CIA op? Is it really that crazy to consider?
