The specific lobbyist is David Leitner, a former John Kerry confidant connected to Burisma and Devon Archer. In the 3rd Quarter, Burisma spends 50k and lobbies for "energy security". This lobbying clearly works, because in October (beginning of the 4th Qtr) Burisma is awarded a contract/MOU with USAID, under the MERP program that was championed (3 months before Burisma was awarded) by Joe Biden energy advisor, Amos Hochstein.

A year later, Hochstein would meet with Blue Star Strategies and the New Yorker Magazine reported that Hochstein had a "DIRECT CONVERSATION WITH JOE BIDEN" about Hunter's role with Burisma.

Blue Star is led by former Clinton staffers. They were a donor to the US-UKRAINE BUSINESS ASSOCATION, with BURISMA. One of the exec board members is current Congresswoman Marcy Kaptur. USUBC also hosted events co-headlined by Vadym Pozharzky (of Burisma) and Marie Yovanovitch.
