How are #FairCareAct's pre-existing conditions protections stronger than Obamacare's? On top of reinstating all of ACA's protections via HIPAA, the FCA introduces a significant new reinsurance program—a kind of integrated high risk pool—to cover the cost of care for the sick.
Obamacare offers semi-affordable coverage to sick uninsured people by making insurance *unaffordable* for healthy uninsured people. The #FairCareAct makes insurance affordable for both the healthy and the sick, through reinsurance and age-adjusted tax credits.
In addition, the #FairCareAct requires all Medigap plans to guarantee coverage of pre-existing conditions. The Fair Care Act also caps out-of-pocket expenses in Medicare. In these ways, FCA brings traditional Medicare in line with Medicare Advantage.
These reforms are paired with a new competitive enrollment system for Medicare, in which seniors in both traditional Medicare and Medicare Advantage will be able to compare plans in both systems on premiums, out-of-pocket costs, benefits, and quality.
By modernizing traditional Medicare so that it includes the protections that are already in Medicare Advantage, it will be easier for seniors to do an apples-to-apples comparison between Medicare's "public option" and its private plans.
On an apples-to-apples basis, Medicare Advantage plans are routinely less expensive, with better benefits and better health outcomes, than traditional Medicare. The #FairCareAct makes it easier for seniors to understand their options.
