Holohan says one of his key concerns is the fact that he believes there has been a "creep" of people returning to work outside the home when they may not need to.

"What we recommended was Phase 5 of the government's plan... We didn't call it a circuit breaker - it's not a term you'd hear us using."
Holohan says NPHET didn't envisage a situation where schools closed under their recommendation if Level 5.

Holohan again reiterated that Dublin's case numbers and average mean it's clearly too soon to say that Level 3 is having a major impact.

He says people should focus first on wearing them where they've been directed to - says far too much chin-wearing, people sharing masks, masks hanging out of rear view mirrors of cars etc.

Why did NPHET not make another recommendation for Level 5 at its last meeting?

"The government had made a decision. We need to accept our individual responsibility... The government is not going to wash your hands for you. It's not going to teach you to put your mask on."
Holohan says NPHET will be discussing whether Level 3 is working at its meeting on Thursday. "We'd like to see progress by then."

He says NPHET, on Thursday gone, wanted to allow a reasonable assessment on whether Level 3 was having enough of an impact.
Holohan says NPHET doesn't fear giving this advice. "These are not things they take lightly ; not things we do without serious consideration."
🎃 Holohan says Halloween will be discussed on Thursday.

"It won't be a normal Halloween. It can't be. We can't have children and families moving from house to house."

That sounds like trick-or-treating out the window.
Holohan asked by @BryanNewsatOne - does the Level 5 recommendation still stand?

He says priority now is to get as many people as possible to stick to the Level 3 rules.

Holohan gives an answer that doesn't address this really but says everyone should limit the risk.
Holohan asked by @hughescraig90 if it would be possible to hold a wedding with 25 people in one room, 25 in another and then a partition that opens in the middle....

He stifles a laugh. He says people shouldn't be looking for the way around the restrictions.
