1/3 People who are poor due to political oppression (or other criminal plunder) are commonly contrasted with those who are poor due to their own vices and bad habits. Real life is messier than our concepts, but even conceptually those two groups have something in common.
2/3 They are both being exploited.

The oppressed poor are plundered for the sake of someone else who benefits.

But vices and bad habits are typically sacrificing the future for the present.
3/3 As an oppressor robs someone else for his own enjoyment, someone impoverished by his own behavior is typically robbing his future self for the sake of present pleasure.

"Whoever loves pleasure will be a poor man; he who loves wine and oil will not be rich" (Prov 21:17).
