In 1975 & 1988, Roy G. Saltman, master's in electrical engineering from MIT, wrote 2 very interesting articles for NIST (his employer) on computerizing vote-tallying. His conclusion in 1975 could have been summarized as follows: 'America is not ready to computerize elections.'
The consummate professional, he was appropriately objective. My hair would be on fire. Having been there, this is what I heard.
The total lack of anything remotely required is a most stunning admission of incompetency by all persons involved in this ill-advised endeavor,
and a revelation of such monumental hubris, ignorance, and greed that all concerned should be imprisoned for their malfeasance of intention.
Jeezus, it is the same a mess now as it was in 1974-75 when he conducted the interviews at the various precincts and jurisdictions.
Immaculately done, he drove the issues to ground and called them out. They are the same ones that cause headaches for @jennycohn1 @MarilynRMarks1 & so many others daily over 50 years later. The reports were done for the Commerce Dept & were obviously ignored like govt does.
Had to put this out there. Nothing but govt failures all these years. And the cost to taxpayers on every level - local, county, state, federal. Like most things in this govt we can and would do so much better. This one is personal. The way it's been bungled is indefensible.

the findings & conclusions are lengthy. if you're familiar with the software development process, you'll get it.
Govt does anything that's ill-advised. It has never been given serious thought & deliberation. Govt never reads these reports. It's whatever pres wants. Nobody asks us or shows us what they've got. Govt never takes advice from People with real expertise like Saltman.

The Institute for Computer Sciences and Technology - Conducts research/provides scientific&technical services to aid Federal agencies in selection, acquisition, application, use of computer tech to improve effectiveness and economy in Govt operations.
Saltman's dept apparently went to hell after he left. It's supposed to aid govt agencies with their computerization "to improve effectiveness and economy in Government operations."
That's a laugh. Depts & agencies have worked on cloud storage for over 10 yrs & still have < 10% converted.

Nothing gets done in govt. We need to change that ourselves (not cloud storage because there isn't anything worse security-wise than the cloud).
Here's another House hearing on computerization in 2006. Look at the number of people on this thing. They must have at least one of these dog & pony shows every year & nothing ever gets done.
Unbelievable. Fricking unbelievable.
