This is clearly a well thought out plan where the top clubs are being opportunistic and trying to assert more dominance on English football in short.
They want to create a league where only certain clubs will challenge for the title,and only they will earn the most money.

They have suffered enough from Chelsea and Man City takeovers and now clubs like wolves and Leicester are giving them a run for their money,their whole business is at risk.they have prevented Newcastle takeover which would have made their life much much tougher
So to get what you want,you need to make others feel like they are also getting something in return,which is exactly what they are doing.
The lower league clubs right now are in terrible situation financially with multiple club's going bust,they made a plan to immediately to help them by giving 250 million pounds,but the loan will be taken by PL itself and will be cut from pl club's future revenues.
They are gonna give 100 million pounds to FA itself to cover up losses which will actually be a 100 million pound loan taken by FA and gueranteed by PL clubs
There also a few more attractive reforms,but everything comes at a cost,and all their mouth watering offer also comes over at a cost,which is: Handing over total Control to them.
1st cost: premier Leagues shortened,from 20 teams to 18 teams,so less games played to win the title for the top clubs.less opportunity for the EFL clubs to actually play in the premier League.
League cup abolished,lower leagues will have 4 more teams per league,overall making it harder for them to get to premier league in the first place and wiping out chance to win a major trophy.
If you didn't understand what that meant,the top 9 clubs will have total control over future reforms,amending rules and regulations,and can remove the chief executive according to their wish.....
And the most interesting part,the top 9 clubs can even veto the arrival of new owner trying to takeover a club,if they want.....
This is basically blackmailing the clubs that are financially in trouble and FA, providing short term bailout in return of gaining total control over the future of English football,if this reform passes,the competition will decrease exponentially
We cannot let Premier League turn into laliga and bundesliga,where there is barely any competition,top clubs control bottom clubs,and only a few certain title challengers instead of a wide range of strong teams..
