omg since yall can't connect the dots here we go: korea is one. always n forever. korea cannot invade korea. the US initiated the korean war n continues to prevent its reunification n meddles in inter-korean affairs. this award commemorates those who strengthen the US n ROK ties
meaning strengthening the links between an imperialist force n its neo-colony. him saying ".... pain that our two nations shared together and the sacrifices of countless men and women" was him acknowledging the deaths of US n korean soldiers n thanking them for their sacrifices
bc of how the korean war started n what this award represents, it can be interpreted hes thanking US soldiers for splitting up the peninsula n preventing them from reuniting but bc this is a US-ROK award, there's not much else he can say. it was a set up from the very beginning
