The best moment to shoot down an ICBM would be during the launch phase. An ICBM needs to take a 5-minute journey into space during which it can be shot down. However, this requires your anti ICBM system to be close to the launch site.
The most difficult phase to shoot down an ICBM is when it's in Space. It may be in Space for 20 minutes, but space... is big. duh...
Despite what Hollywood movies and videogames may tell you, we simply don't have the technology to effectively find, track, and destroy, and ICBM while it approaches it's target through space.
