Assuming Jodie Whittaker is still the Doctor by the 60th anniversary, when David Tennant returns (which he inevitably will) seeing 10 and 13 together won’t be special because they’ll have already met in just about every other spin-off medium possible. And that’s a great shame.
I guess what I’m trying to say is: have your multimedia multi Doctor stories, but only *after* the newer Doctor has left the show.

At the very least, the first meeting between a past Doctor and the incumbent should take place on TV.
At the end of the day, it doesn’t really matter. It just feels like such a blatant cash-grab for that first meeting to take place in a comic, say, before they’ve even had the chance to do it on TV. Like the TV show is playing catch-up with the other licensees. That’s not healthy.
I was originally thinking “oh, this means we can’t have the first meeting between 10/13 on screen– that they can’t do the thing of them being strangers to each other, having to work out who the other is etc” (as opposed to recognising each other from a previous meeting)...
... that there’s no way they’ll reference 10/13 already being pally, having a history etc. on screen.

But they’ll just write round that, won’t they?

(Still doesn’t feel quite right though.)
