Cheap swimming goggles will help keep the teargas powder out of your eyes. They sell them in Balogun market.
Get these plastic buckets and cut the bottom off. To neutralise a teargas canister, put the bucket over it and someone else pours water through the hole.

So get teams of 2, in swimming goggles armed with buckets that have no bottoms and kegs of water. They will neutralise gas canisters shot at protesters and move quickly and calmly

The Neutralising teams need to stay at the back surrounded by protesters, because the police will be told to target people carrying buckets and small kegs of water.

I can't find much reliable info on effective DIY gas masks. Please do research on this, we can try figure out something that has 50% workability. Teargas is somewhat heavy for a gas, so it stays closer to the ground. So always run upwind, to higher ground.
If you have those industrial gas masks or even N95 masks, please give them to the Neutralising teams. They need all the protection they can get.

No wearing of shorts or short-sleeved shirts. Wear dark clothes.

dark brown, black everything (bucket and clothes). Nothing with big graphics on your chest. You need to be able to hide when running and not make your torso easy to target and shoot at. They're shit with aiming but targeting the human torso is easier. So don't dress like a target
