he saw that governments would always attempt to maintain their power, as all coercive institutions do. and as such, they could not be trusted with the emancipation of the working class.
he also saw that elections and voting were a way of shrugging off the ability of the people to learn how to manage their affairs with others, and wanted them to be able to take this into their own hands as early as possible, using organized, collective demands (among other stuff)
