1. SARS isn't just the problem, the entire police is a problem. DPOs are waiting for DCO & DTO to make returns. DCO will make his men even go arrest tenant for not paying rent or husband for not satisfying wife. DTO will arrest okada, wheelbarrow, every accident is a means to https://twitter.com/yinkanubi/status/1314568601916108801
2. make money. An incident I witnessed, was at a station when some policemen came back & told the DTO that by the time they arrived the scene of an accident, the erring driving had run so the case is hit & run. The DTO asked, did you arrest anyone? They said there was no one to
3. arrest. His response; where did you learn police work? Are there no shops there? Is there no one selling recharge card? Will you go back there & arrest every eye witness so they can start taking themselves on bail. This is how majority of them at the division level operate.
4. What about mobile? Let's use an eastern squadron like Mopol 18. Squadron is headed by a squadron commander most likely a CSP or SP & his 2IC very likely the highest DSP at the base. Squadron commander will have his men, those ones will have their own designated checkpoints
5. Where they raise funds & return to their commander. The 2IC will also have his own men who also have theirs & do the same for him. Then the squadron commander will share his AOR into zones. In the case of Mopol 18, you have okigwe zone, owerri zone, orlu zone (major
6. zones) & then smaller zones like Ohaji/Egbema, Oguta etc. The major zones he will appoint DSPs who are below his 2IC to become unit commanders. Each UC has about 25 or more men under them. Okigwe zone will have a check point at the junction that one end heads to Enugu and the
7. Other heads to Abia. Further towards Enugu highway he will have his men mount another at Lokpanta. He will still have his men assigned to all the banks in Okigwe. Any big man (doesn't matter if he's a drug dealer or kidnapper) from okigwe or lives in Okigwe can approach the UC
8. with cash for men. Orlu UC, Owerri UC & then UCs of all the other smaller zones do the same thing. Certain types of buses, trucks etc have certain amounts they must pay at each checkpoint. Private cars who their papers aren't complete or who don't know their rights are also
9. extorted. When the men finish picking cash after each duty, they remove a certain amount for themselves & return the bulk sum to the UC. The UC in turn removes his share & in the end keeps the bigger share for the squadron commander. In the end each of the UCs makes returns to
10. the squadron commander. Does it end there? NO! There's a squadron commanders conference held regularly in Abuja (can't remember if it's monthly or once in two months) where all the commanders meet with the compolmopol, they also make returns to him. Every police formation
11. in Nigeria has its own form of revenue generation. Unfortunately it is the common man on the streets who suffers all of this. So even if SARS is disbanded, without proper #ReformPoliceNG extortionist & brutality will still continue under other formations.
