Saving the economy vs lives is a false choice. Cineworld just shut down because nobody was going, not because the govt made it. The only choice is between an orderly lockdown, which done in time can be short and effective, and a disorderly one that does even more economic damage.
IMO the big failure has been on distancing measures that could have avoided cases rising without a lockdown.

Why didn't we turn over whole streets to pubs & restaurants, & subsidize space heaters, to let them do 100% outside dining? Why not fund mini teaching bubbles for kids?
An unwillingness to accept that life will not be normal until there is an effective and widespread vaccine has been the killer here.

It was insane to do a huge "back to normal" push over the summer instead of trying to put in place measures that could get us through the winter.
