Democrats could not accept a deal that gave Trump the appearance of acting without doing very much to help families or states. As Pelosi put it, it wasn't a situation where any deal was better than no deal.
But the $1.6 trillion offer, as described by the press, is actually substantial.
It's still possible Senate Republicans would kill it. But if so, it should be on them.
