Why is my creepy ass neighbor outside at 8:30 am I hate it here. I really hate it here what the fuck

Literally bribes all the dogs in the area with treats so you cant avoid him when you are walking your dog. I hate him so much its unreal

Im mad as hell too because he doesnt even understand how creepy it is and will follow people when they walk away

He is still.... walking around outside he is so so so creepy why does he do this
