More likely reasons are:

1. Many Ds want to do it, while some, along with swing voters, are squeamish. Why take a firm stand on a divisive issue now?...
2. Having the *threat* of court packing in your back pocket is useful leverage to enlist the bipartisan cooperation that, as Biden said emphatically yesterday, he& #39;s determined to restore. Why give up that leverage?...

I don& #39;t discount the possibility Biden may yet do it if his hand is forced. I just don& #39;t take the current non-answers as proof Biden has secretly flipped on his, fairly recent, stated opposition. There are more plausible explanations.
