Let me address a few things on the President’s participation on that Balwin Mooikloof Project.

1) We know it’s not a tender and we never a tender an we never claimed it to be.

What it is, is a project that will received Billions of Rands in governments bulk infrastructure.
What we raise as a matter of genuine concern is how does an untransformed BEE non-compliant company that is around 90% white owned get so many Billions of Rands from a government that wishes to transform the economy to allow for more participation of black people.
Does the Presidential Infrastructure Coordination Committee have no minimum BEE requirements for the projects that it supports with Billions of Rands, if not then what incentive does a company like Balwin have to embrace BEE and broader transformation?
The government uses its immense financial and legislative resources to incentivize company’s to transform. ie you benefit from government expenditure of your company is transformed but with Balwin the entire concept has been undermined.
Why would Balwin want to meet the Property Sector Transformation Charter if they can, without BEE and without being transformed have the government poor billions of Rands into their projects and have the State president personally come launch their Lilly white projects?
Don’t tell me that Balwin will sub-contract to SMME’s and that how black people will benefit. Supplier development is a separate and independent BEE criteria. It has no bearing on the ownership criteria requirement for BEE.
They must still have minimum black ownership.
What the President did by launching a Lilly White project that excludes black ownership is to significantly harm the economic transformation agenda. Which company will care about black ownership when the President himself doesn’t care about black ownership?
It’s fine if you like President Ramaphosa but you liking him will not change that his actions and that of his administration have the potential to stall and/or reverse any gains that have been made towards economic transformation. He has removed the incentive for transformation.
And Finally Balwin does not only have 1 project that was included in the Special Integrated Projects Gazette of July 2020.
They also have the Green Creek projects.
That means for Balwin Christmas came twice in one year.
How the hell does one justify all this?
