Does morality have meaning outside of evolutionary biology &/or game theory?

Why or why not?

If yes, then how is it reliably derived by humans?

If no, then pure earthly power is the sole arbiter of dispute.

If yes, how do you protect genuine morality based on the lofty ideals from the height of the Enlightenment from being subverted by a synthetic power based one?

If no, what is the non-arbitrary basis for "righteousness", "justice", or any appeal to superior morality, especially on a nation-wide scale?

How does a civilization founded on Truth (non-fascist rule) integrally preserve itself against enemies/international corps/finance/foreign nations/geopolitics/domestic profiteers/traitors etc which are based on a willingness to employ coercive-power?
