Reminder: The time you are not streaming is the time you should be trying to network and build relations.

You will get more followers offline than online when you first start streaming.

Build a following on the easier platforms such as twitter, Instagram & ESPECIALLY TIKTOK
Then plug your streams, plug plug plug and don't feel bad about it. Let them all know who you are, what you are doing and what you want to achieve. SHOW PERSONALITY.

The majority of people are coming to watch YOU and not your gameplay. They most likely want to interact with YOU
Try to be as talkative as possible (it's the hardest thing for new streamers) just talk about random stuff if you have to, someone might connect with what you are saying and you might spark a conversation! Makes your chat look lively and pushes more people to get involved.
Another nice little tip for new streamers is to play some music in the background, not loudly but just enough so that when you do go a little quiet it is not just pure silence. Music can create atmosphere and conversation. I can't tell you the amount of times people have asked
What I am listening too. (It's normally Weeb music idgaf) they'll either love it or hate it. Either way they are chatting and interacting with you.
So back to "networking" don't fall for the follow for follow or the support for support thing. The best way to network is to interact with the persons content. Try to organise a time where you can link up and play together or do special events together.
So yeah, create content on other platforms and just bring them over to Twitch, slowly but surely they'll come. I'm still working on this as we speak. It never stops. I'd highly recommend TikTok for audience reach and YouTube is the best place to grab your target audience.
Talking about target audience, most people don't have one in mind when they start. It's so important to know who your content is being made for, that way you can work your brand around them which will in turn attract more of that audience. So many people just create random logo's
And other graphic designs without any thought of the impact that has. That might be the first thing someone see's from you. It needs to GRAB their attention.
