It is true that the CBI team was struggling to find evidence to prove a murder from the beginning.
But there were plenty of evidence that points towards a possible homicide.
If this article is true then CBI hasn't been able to work that out.
It also means they have drawn a blank.

If CBI closes this case as suicide and hints at abetment by his girlfriend then they have actually failed to carry the investigation forward.
They have basically reiterated what the initial findings were, in this case.
A charge of abetment is very difficult to prove in court

If CBI draws a blank and fails to get admissible evidence then Sushant's case will join the long list of Bollywood deaths that were closed as suicide.
It's important that CBI comes forward and clarifies about what they have found till date and end our endless wait.
