I'll add this: I don't care how it costs -- the pharmaceutical companies should already be ramping supply chain inputs for their vaccines, or perhaps already even mass producing them, even before human trial testing is done. And the US should reimburse them if the tests fail.
That might already be occurring and we just don't know it. But the expense of the pandemic to the US economy is so vast on a daily basis, that spending a few billion on wasted supplies in the event a vaccine fails in Phase 3 tests is easily worth the time saved if it succeeds.
