Identify people with the passion, interest, appropriate skills, experience and network to develop a library plan.

They must also be available to drive the process
2.Engage stakeholder groups

Identify and engage member(s) of the community with the requisite resource needed to successful implement the project. The library plan helps to drive this stage
3.Choose a good location / facility

The facility must visible and easily accessible. It should be easy for target users to fit the library into their daily routine.

The facility must also be well lit and ventilated.
4.Renovate and furnish facility

Aesthetics is very important. At the least, ensure that facility is decent for people to use

Durability should be highly considered in securing chairs, tables and shelves for the library.

A book drive is a practical way to get books for the library. Members of the community can be encouraged to make new and or neatly used book donations to support the project
You might also have to buy some books in addition to those donated
6.Setup the library

Create and implement a record management system as well as a library use policy

Shelf the books using a simple labeling system to organize your collection

Officially declare the library open with key stakeholder groups in attendance
7.Implement a sustainability strategy

It is important to have a plan that will ensure that operational cost of library is adequately catered for.

An operational system that reduces cost to the barest minimal should be considered
