There's no easy way to put this but COVID has put a massive dent on the financial side of football. Last night's Football deadline window is an indicator of how many loan moves were made vs permanent deals. There was no market for Chelsea's surplus
Two Factors

▶️ Surplus players are valued very high. The club wants to keep it that way and I don't blame them one bit from a financial perspective.

▶️ The club was unwilling to take losses on most of the outgoings and this was the biggest reason why we had no player sales.
One can argue by saying FFP is relaxed so the margin for losses can be mitigated. However, losses incurred in transfers will directly impact the club and right now in the current market, its not wise to take losses/hits on multi million Euro contracts especially with less income
It will be better to incur the expenses right now on these players ie., Wages and Operating expenses than sell them on a loss. The club's strategy probably is to make sure most of the loanees/surplus players are off in the next two windows and this will definitely take time.
One of the clubs most important source of revenue is essentially cut off for god knows how long and until stadiums are open, the club will be taking operating losses every week. This does not paint a pretty picture especially since the surplus players will have to be paid wages.
Both scenarios are a loss - loss situation for the club at the end of the day and there is no easy way to put it from a business perspective. You can't ask the club to take an 'L' and sell the player. The most important rule of business is to never make losses you can avoid.
Don't expect too many player sales in the January window or until the club gets its main revenue source back. Until then, the club and frank will have to manage those players who are not in the plans for now and have no moves arranged in the near future. It will be tough
