#AgriActs wants to "unshackle" farmers from the "clutches" of the mandis. @narendramodi said, “for the first time, small farmers have got an alternative to bargain. The tradition was to sell in mandis" This gives an impression all of them were forced to sell in mandis. Not true.
Most were selling to private traders already.
>58% of small farmers were already selling to private traders, only 28% to mandis/procurement
But that is not by choice. A high % were not aware of MSP/procurement. Even among those aware, procurement infra was poor in their area
So, as the awareness increases, and as the infrastructure becomes wide spread, farmers willing to sell to procurement agencies may increase. Because only a few avoided them for genuine reasons like "got higher price than MSP". In fact, the % availing MSP already going up
MSP was the most beneficial govt scheme, farmers said in 2018. E-nam (pan-india electronic trading portal) featured lower down the list. In future, they wanted "reliable forecasts, storage facilities etc. Banning middlemen was not high on the helpful measures list.
Not just procurement. MSPs were desired by farmers for a myriad of reasons. That is why the protests which were initially concentrated in Punjab and Haryana - where procurement is high - have now spilled onto other States. Some reasons were tabulated in the above tweet.
However, it is true that Punjab & Haryana were the most affected States. Their procurement system is well oiled. This also poses another issue. Punjab & Haryana has given up growing other crops. Very poor diversification. Very high dependence on Rice (a water guzzler) and Wheat.
So, many issues about the New Acts remain. Such as: If its not regulated, how to ascertain the selling price and understand the farmers have benefitted?
But, apart from such implementation issues, have the Acts fundamentally captured what the farmer actually wanted?
