Who made the decision to abandon the East Precinct, and how was that order disseminated? Who was involved in the decision-making? How soon after the order was given did officers start moving out?
What are the markers for success for SPD's strategy against the protest movement? Does SPD command staff believe their strategy has been effective in keeping protesters and the community safe?
What is an acceptable number of collateral injuries in order to stop a single protesters from committing an act of property destruction?
Dozens of officers have been recorded using weapons inappropriately, abusing protesters, and intentionally inflicting injury for injury's sake. What responsibility do officers have to stop that behavior, as it is happening, when they witness it in the field?
What is the size and scope of the surveillance being conducted on protest leaders? Does that surveillance continue if no criminal activity is discovered? Is it initiated without evidence of criminal conduct? What is the standard for determining who is surveilled?
What is the tactical goal of driving around Capitol Hill blaring sirens at full volume, many nights over the course of several weeks?
Who is responsible for the recent live-tweeting of protests as they happen, and the subsequent blotter posts? How was that decision made, and what is the goal of that program? What steps are taken to clarify and correct that info when it is contradicted by other evidence?
SPD has adopted a strategy of running protesters through the city, chasing them at running speed while indiscriminately deploying explosives and pepper-spray. What is the goal of that strategy? Does SPD believe mobility of that sort is a prerequisite for attending protests?
Was the department in direct contact with SPOG leadership to coordinate the response to protests at their headquarters? Did SPOG leadership have any role in directing that response? What was the strategic goal of playing music during that response? Was that strategy successful?
