His irresponsibility and negligence caused so much to his kingdom the words of Yu-hon didn’t reach him but his obsession with his religious faith and the fact Yona is King Hiryuu led him to be naive in thinking it’ll be fine to be just a place holder since the gods on his side+
He accepted the fact the Soo-Won would kill him and allowed it to happen even though he had all this information at his disposal and despite his regrets treated Soo-won coldly often after his parents death

This weakness in his heart and affection for her caused him to get caught in the act and is the root of all the tension with the dragons and the kingdom now
This all may be another piece in their fate and there’s several reasons for to blame everyone for this tragedy+

But all in all I think the fault is found and owned fully in IL
Kashi did no more then say her oracles
Yu-hon did his best to protect Yon-hi and the Kingdom
Soo-Won gave IL a chance and rebuilt the country his way
Yon-hi assumed all the blame but still tried to bridge them+

But in the End IL called the shots and made the plays that landed us to where we are he isolated Kashi and Yona assumed power through religious affiliation disregarded Yon-hi and Soo-Won and murdered his brother with a false accusation (for now)+
All of this stemming from the dragons bloodline and the religious faith surrounding it which is why Soo-Won believes in nothing but human faith and wit to survive
He won’t rely on the powers that both built and destroyed the kingdom but instead Trust what he sees and knows
