1. When I moved into the WH press secretary's office, there were two memos waiting for me. Procedures and protocols for what to do in case of a nuclear attack and protocols for Presidential health reporting procedures. Trump has violated all of the procedures and protocols.

2. The reason is the President alone can dictate, just like any other citizen, what information is released by his doctors and what information can not be released. The lack of info is not protocol, it is unique to Trump who has no problem with not being truthful. Clearly he's

3. keeping info from the public. What's harder to understand is why his doctors keep giving qualitative assessments, "he's doing well", but are unable to back that up with quantitative information. That implicitly breaks a Doctor's oath in my opinion.
