One of the incarnations of Lord ShreeVishnu is "Matsy_Avatar" & out of his one thousands names, ShreeVishnu has two names such as "Rohita" & "Animisha" having no eye-lids which indicates Matsya_Avatar.
These round eyes without lid symbolize that Lord ShreeJagannath is ever active as well as vigilant. And to him; Days, Nights & Fatigue make no meaning.....
In the sacred "Shreemad Bhagabat Geeta" the eyes of Mahaprabhu like "The Sun & The Moon" as well.
"Anadi-Madhyantam Ananta-Viryam
Ananta-Bahum Shashi-Surya-Netram

The Eye-Index of Lord is higher than that of the images of deities belonging to many Ancient Civilizations such as: The Indus-Valley, The Egyptian, The Mesopotamia & The Mesoamerica Civilizations. Thus, it could be Presumed that the Lord is a very Ancient Deity in the World.....
In Buddhism, the wheel like eyes symbolize the concept of "Nirvaan".The soul passing through many births, completes the circle & attains liberation. Buddhism believes that the seed of Enlightenment in each person's mind is nourished in the process of Visualizing & Contemplating..

We behold the image of "Darubrahma-ShreeJagannath", but the "Brahma" in him is invisible too subtle for our eyes; thus in Kena-Upanishad it's stated that Brahma (the Ultimate Reality; the Universe; the Absolute) is Pure Consciousness & can't be known because it's not an Object...
Brahma is the Essence of the Eyes "Eye of the Eyes", the Ear "Ear of the Ears", the Mind "Mind of Minds" as well. Brahma is the Eternal, the Infinite, the Unconditioned & the Consciousness which can't be made an Object of Material, Limited & Finite Senses.
In The-Holy-Bible, it's said that: "A land that your GOD pays Attention to: Your GOD always keeps an Eye on Everyone-Everything from the Beginning of the Year to the End of the Year."
And even in The-Holy-Quran, it's mentioned as:
"No vision can understand Him, but His vision exceeds all vision. He's the most Subtle & Adventurous of all things, Velaquient."
