It's already been called out, but a lot of people still seem (rightfully) confused or weirded out by a couple moments in recent hostage video from Walter Reed. This one in particular.
I know...pretty fuckin' weird! That moment when his face becomes a Dali clock is a quick, sloppy transition trying to hide an edit where they obviously removed something like a cough or a wheeze or a rambling racial slur.
They most used likely Morph Cut from @AdobeVideo Premiere Pro, which can be useful in polishing up interviews by smoothing out jump cuts between sound bites. Ideally you could remove "ummms" or long pauses and make it so the cut is invisible.
There's a small chance it could be @Avid Fluid Morph, but I'm pretty sure their creatives (faaaaart) have been using Premiere Pro since this all kicked off. I wrote about their Premiere-based laziness in early 2016. https://bit.ly/3inOlqY 
For the effect to really work well, the subject's position and expression in the outgoing frame must be very similar to that in the incoming frame, or else you get an unsettling effect, similar to what is seen in the video with Herman Cain's ex-friend.
A clear example is from the "Star Wars Undercover Boss" piece I worked on at @nbcsnl -- between :40 and :42. It looks odd, but it both felt like the right hacky reality-tv move and because making Kylo Ren feel a bit “off” worked for that character.
Apart from every other debasement and karmic cancer these lying fools bring with them, they are at their core, absolute hacks.
