Sutton says the suburban contact-tracing hubs are "a really critical evolution" of the Vic public health system.

"I have been an advocate for decentralised health protection or public health functions for a long time. The engagement with local partners is a really critical one."
Sutton says the system is being designed with a covid-focus but will benefit contact tracing in outbreaks of other diseases. "It's an opportunity to build experience and to build, you know, the kind of credentials for public health that will be an asset right through."
Sutton says greater outdoor public gatherings as the weather warms up have been accounted for in the modelling.

On getting to a rolling average of 5, Sutton says that many of the cases today are linked to existing outbreaks. Control those outbreaks, the numbers go down.
Final question (I think?) is on the preselection process to fill Jenny Mikakos's seat. The nomination is to Sheena Watt, who will be the first Aboriginal Labor MP in Vic parliament.

Andrews says it's important to "live your values" and he is "particularly pleased" she got up.
Labor has been quite good at nominating Aboriginal people to seats – and not just un-winnable seats, but actually giving Aboriginal candidates a spot.
Premise of the question was that Prue Stewart, the other leading candidate, is also an Aboriginal woman. It was put to Andrews that he backed Stewart and that was a "kiss of death". Andrews rejects that characterisation: "you shouldn't believe everything that one's told, Rachel".
