Given this report I'm re-posting this research in 2018 warning of Russian and Ukraine influence ops because this program pares Russian govt officials with their American counter parts in DC, as well as, every branch of local, state, and federal government.

Mikhail Khodorkovsky was given safe haven here in America after Putin jailed him for 10 years as you're about to discover. The last I heard he was in London but given the current issues of unrest in America, someone needs to look into is global influences.
1/ Russian oligarch & George Soros buy access to the hill giving Russian leader delegations the doorway into an education about U.S. local, state, & federal government operations and the inner workings of American society.
2)Astonishingly, an organization, financed with a generous endowment from Russian oligarch, Mikhail Khodorkovsky & George Soros, has housed a world network exchange program called Open World Russian Leadership, in the Library of Congress for 19 yrs.
3)Travel back in time to Bill Clinton’s presidency (1993-2001) After the Soviet bloc disappeared & the Soviet Union itself fragmented.
4)US SoS Warren Christopher asserted that “helping the Russian people to build a free society and market economy is the greatest strategic challenge of our time,” and that “Russia was the single most important foreign policy priority” of the Clinton admin (Marsden, 2005, 47)
5)Western leaders, particularly in the Clinton admin, portrayed Yeltsin as leading a drive for democracy. In actuality, Yeltsin allowed the privatization of state assets to be hijacked by his cronies who dominated political parties, media, & the govt.
6)Khodorkovsky, the 39 yr. old son of a factory worker, rose through the leadership ranks of the Komsomol, or All-Union Leninist Young Communist League. By 1996, he was among the Big 7 of Russia's most influential bankers, pursuing gangster methods to push out competitors.
7)Khodorkovsky founded Menatep, a bank w/profits rumored to be supplemented by funds controlled by various Komsomol, Central Committee, & KGB groups attempting to divert state funds. He and the other Big 7 bankers rose to power backing the re-election of Yeltsin.
8)Privatization efforts provided, every Russian working in a company to be privatized was given 10,000 rubles worth of vouchers to buy shares in that company. But Yeltsin tasked the auctioning of these businesses to Mikhail Khodorkovsky’s bank. (The "Loans for Shares" scheme)
9)In 1995 Yeltsin's govt., desperate for money, turned to his cronies, for loans, secured by shares in state assets. In 1998, Russia defaulted on more debts & the ruble crashed. Domestic banks collapsed, scaring off foreign investors. Russian oligarchs arose from the ashes.
10)The oligarchs picked up more businesses for next to nothing. That’s why some of their empires span a bewildering number of industries. Until he was forced into exile, Boris Berezovsky owned a TV station; most of the national airline, Aeroflot; & the country’s largest carmaker.
11) Through his bank, Menatep & holding Co. Rosprom, Khordorkovsky snatched up chemical, construction, textile, mining & oil enterprises. He won a controlling stake in Russia's largest oil company, Yukos oil, worth $45 billion, which he bought into for $309 million.
12)Just 12 oligarchs controlled more than half of Russia’s economy. 4 In 1998, Khodorkovsky survived charges by U.S. investigators that he had helped launder $10 billion with his own bank and the Bank of New York. Putin was elected president, in 2000.
13)In an attempt to rehabilitate his gangster image, Khodorkovsky hired APCO, the Washington PR/lobbying firm who also employs former ambassadors & Congressmen. Khodorkovsky was advised to adopt "honesty, openness, responsibility" as his new model.
14)He made himself available for sympathetic press interviews that highlighted his workaholic drive for success, common-man values. Expanding his influence, he sought an insurance plan or Krysha, as he put it—a term from the Soviet era that literally means “roof” of protection.
15)Initially, Khodorkovsky, Henry Kissinger, Arthur Hartman, Jacob Rothschild, & Dr. Mikhail Piotrovsky are the only Board of Trustee members referenced in associated with the Open Russia Foundation.
16)A 1999 report on the pilot program portrays a program of good intentions & connections to creditable charitable organizations & churches. Over 800 families, as well as, members of congress acted as hosts to the incoming delegations of Russian leaders.

18)According to a 2002 annual report, Open World Russian Leadership was authorized in 1999, spearheaded by the Librarian of Congress, Dr. James H. Billington, members of US Congress, led by Sen Ted Stevens, & financier George Soros to help Russians to establish democratic norms
19)Although, some of these original Board of Trustees attended the gala launch, when the 2002 Annual Report was printed Khodorkovsky, Henry Kissinger, Arthur Hartman, Jacob Rothschild, & Dr. Mikhail Piotrovsky there is, again, no reference.
20)Aside from the annual report, George Soros’ name is never mentioned as a financier or a board member of Open World Russia in any legitimate media reporting or in connection with Khodorkovsky. Their connection to each other would arise later.
21)The 2002, annual report states that Senator Ted Stevens, Chairman of the Joint Committee on the Library, provided $10 million of transferred Senate funds to launch the 1999 RLP pilot program in 1999.
22)On November 5, 2001, at the launch Gala, Khodorkovsky gave a million dollars to the Open Russian Leadership Development program.
23)The Washington Post reported on Sept. 18, 2002, that Khodorkovsky gave Open Russia a $16M endowment during a dinner hosted by one of the leading scholars of Russian history in the U.S., Librarian of Congress James H. Billington, who called Khodorkovsky a "visionary."
24)Khodorkovsky's makeover has been "a big success," said Rothschild, who was in attendance, surveying the meeting of new Russian money, and the Washington establishment. "It's been enormously to his advantage to change." of course
25)Khodorkovsky claims to be a humanitarian-- According to a study by the Lancet, the “shock Therapy” economics of privatization in Russia resulted in 7 million pre-mature deaths from 1990-1995 alone. Russia’s child population decreased by 4.4 million between 1994 and 2003.
26)Khodorkovsky’s ambition, which brought him to Washington was to become a global oil baron, not only supplying the West a stable flow of crude but also establishing his own respectability. Shortly, after the launch, the very first shipment of Russian oil arrived in TEXAS!!
27)Business deals from the 1994 privatization of a fertilizer plant, fraud, & money laundering prompted an investigation leading to his arrest in 2003. Many liberal, Western supporters viewed the tycoon as a political prisoner of now Pres. Putin & cried selective prosecution.
28)Russian authorities froze billions of dollars of shares held by Mr. Khodorkovsky and his top lieutenants in Yukos. They said the freeze was necessary as collateral for the $1 billion that Mr. Khodorkovsky and his associates were accused of misappropriating during the 1990s.
29)In 2003, Khodorkovsky tfr his shares in Yukos to Lord Jacob Rothschild, under a deal they concluded prior to his arrest. As a result, Khodorkovsky's wealth doubled, rendering a net worth of $15B, even as he languished in jail & Yukos's assets were frozen by the Russian govt.
30)Within Russia, Khodorkovsky targeted his Open Russia philanthropy at education, taking up a role similar to that first assumed by financier George Soros with his Open Society Institute in the years after the Soviet collapse. Putin would later ban his activities.
31)In 2003 Putin kicked George Soros out of his Moscow offices. The New York-based Soros Foundation that operates under the name "Open Society Institute" had spent more than $1 billion on charitable & educational projects in Russia during the past 15 years.
32)What could possibly go wrong? The Open world Program was designed to bring emerging federal and local Russian political leaders to the U.S. to meet their American counterparts & gain firsthand knowledge of how American civil society works.
33)In 2000, less than a year after the 1999 pilot program launched, they declared Open Russian Leadership a booming success and made the program a permanent fixture to house in the Library of Congress.
34)The Open World program objectives educate Russians on U.S. government separation of powers, checks & balances, freedom of press, & other key elements. (Yes, you read that correctly!)
35) In hindsight does this really seem like a great idea? “Russian & Ukrainian Delegations Witness U.S. Campaigns, Election Day”
36)Do we get this much access in Russia?---- “Russian judges sit in on jury trials, meet with the US Atty Officer, court staff, law enforcement, toured detention center, take part in seminars, etc. It’s happened in cities and states across the country.”
37)If you want to study weaknesses in various critical systems within a society, the information provided through the Open World Program is great, & it has the added benefit of meeting lawmakers & govt. officials.
38)Another great idea--- show them how to lobby US businesses --- “Business development seminar on lobbying w/ Quick connect USA. /Exploring business and NGO involvement in social services /& Lithuanian journos meet with NBC’s Washington affiliate.
39)Hillary Clinton- I'm reasonably sure that this is when Hillary meets Alexandra Chalupa. The same Chalupa that would later get involved in the Russia Collusion Hoax to unseat President Trump.
40)A program that bolsters the leadership of other countries also focuses on US congressional oversight? 25K is a lot of people.

Side note: Senator Ted Stevens who launched this program is the same Sen Ted Stevens that @SidneyPowell1 wrote about in her book "Licensed to Lie." It was there that we learn about the FBI under Obama framing & attempting to imprison Stevens in order steal his Sen seat.
The judge that presided over Sen Stevens case was a champion of justice back then and Stevens was fully exonerated. The FBI agents were not fired. If I recall correctly then AG Eric Holder suspended them w/o pay for 60 days.
41)Mikhail Khodorkovsky donated $500,000, to the Carnegie Endowment for International Peace where, US Ambass to Russia James F. Collins is now employed. And he made a generous donation to Yale to study the Russian economy, It‘s still unclear what Mr. Collins gave in return.
42)Interestingly Collins was Ambassador to Russia during the President Bill Clinton Admin. from 1997 to 2001, when their economy imploded & the oligarchs robbed Russia blind.
43)Rep. (D) David E. Price who attended Yale University had this to say about Trump Russia.
44)“Sen. Ben Nelson delivered a crucial vote to pass Obamacare into law in 2009, and now he is cashing out of the Senate to make money off the organizations that benefitted from the legislation.” Washington Examiner

45)(D) Rep. Martin Heinrich had his computer server compromised when the Pakistani Imran Awan, currently under investigation, began stealing files from approx. 50 Dem House members, has this to say about Trump Russia election interference.

47)James H Billington was more than just the Librarian of Congress & a world renowned expert in Russian studies, he was a CIA consultant.
48)Senator Stevens was the man listed in the 2002 annual report who started the foundation with James H. Billington, other lawmakers and Soros. The future was not good to him.
49)Senator Stevens (R) AK was indicted on 7 counts of corruption. The case hinged on whether Stevens lied on his Senate disclosure forms about work he'd gotten done to his cabin.
50)Some of that work had been done by his friend Bill Allen, the head of VECO Corp., then the largest oilfield services company in the state. FBI agent Mary Beth Kepner speculated Allen bribed Stevens by remodeling the senator's house when talking to a reporter in spring 2008.
51)When federal prosecutors finally indicted Stevens in summer 2008, he was up for re-election. He lost his case and subsequently lost Alaska's Senate race by just a few thousand votes to then-Anchorage Mayor Mark Begich, a Democrat.

Special NOTE: If Mikhail Khodorkovsky has Putin upset enough that he's applying pressure to journalists he suspects are affiliated with him and the journos are lighting themselves on fire to get away this deserves another look.
Khodorkovsky could be working w/Soros to cause some of the chaos here in the US. Now that we've had some time to learn about the Russia hoax, some of the same actors in the history of these developing relations in this thread we see are also involved in the hoax to unseat Trump.
