I am no expert but I have had a little experience with audio quality and recordings.

I have heard the #TanushreePandey recording and i think the audio was recorded in her own phone and doesn't sound like a tap but a recording from her own phone.

UP govt or any state govt for that matter has the means and the machinery to tap without anyone knowing but i highly doubt if they have done this.

This seems like something which is done at the channel's behest.

They too have to do something to get the numbers back.

I had massive respect for @TanushreePande who stood her ground in the first video but with this, i don't feel the same.
