There’s a story in the Talmud in which Rabbi Meir is targeted by bad guys & starts praying for their death. His brilliant scholar wife Bruria teaches him not to pray that sinners will disappear, but that sins will disappear—that is, that they will stop causing harm.
And note, while the story talks about the sinners repenting--the best outcome!--you can also read "sins will dissappear" to mean that the person causing harm will no longer be in a position where they are capable of causing harm.
And note that even repentance does not preclude being brought to justice for past harm. In fact, true repentance includes a willingness accept the consequences of one's actions, which might be (depending on the harm) social or professional or criminal or some other thing.
