Also, no sperm does NOT rule out rape. For example IPC says, any penetration against will to any extent into vagina/mouth/anus is rape. Even applying mouth to vagina/anus is rape.

As ADG, the officer ofcourse knows this. Yet, to save UP govt, he calls the victim a liar

In her dying declaration, Hathras victim said she was gang-raped. Yet to save govt, Police did a press conference to deny rape

Rapes happen pan-India but for Police to rule rape out despite this & its overall cover-up to save its political bosses is what has led to outrage
