2. Why should we expect that the Minsk group will be effective now ? It had 30 years to do so with no result. Reiterating the same proposal is a bit like Einstein's definition of lunacy. Why expect a different outcome now ?
3. If we dig deeper it is clear that Moscow prefers the conflict to remain unsettled. It increases Russia's leverage over Erivan and Baku at the same time.
4. So what are the Western members of the Minsk Group, including France are willing to do to change Russia's set of incentives ? If the Minsk Group is to acquire any leverage, thats the key question.
4. NB, the West was not able to do that when faced with a "weak" Russia in the early 90s. Why should we expect that the outcome will be different now, at a time when viewed fm Western perspective there are more important issues (Ukraine, Crimea, disinfo etc) involving Russia.
