2. Why should we expect that the Minsk group will be effective now ? It had 30 years to do so with no result. Reiterating the same proposal is a bit like Einstein& #39;s definition of lunacy. Why expect a different outcome now ?
3. If we dig deeper it is clear that Moscow prefers the conflict to remain unsettled. It increases Russia& #39;s leverage over Erivan and Baku at the same time.
4. So what are the Western members of the Minsk Group, including France are willing to do to change Russia& #39;s set of incentives ? If the Minsk Group is to acquire any leverage, thats the key question.
4. NB, the West was not able to do that when faced with a "weak" Russia in the early 90s. Why should we expect that the outcome will be different now, at a time when viewed fm Western perspective there are more important issues (Ukraine, Crimea, disinfo etc) involving Russia.
